Education Malaysia Global Services (EMGS) is a Company Limited by Guarantee (“CLBG”) under the purview of the Ministry of Higher Education Malaysia (MoHE).
EMGS is the wing responsible for promoting Malaysia as the international education hub of choice and to position Malaysia as the preferred education destination among international students. It is also the principal body that manages the movement of international students in Malaysia, including facilitating visa processing.

EMGS operates a centralized location in Kuala Lumpur City Centre (KLCC) and Kuching, Sarawak, providing comprehensive services to international students pursuing higher education in Malaysia. This One-Stop Centre supports students enrolled in public and private universities, language schools, and training centers.
In addition to offering essential services, EMGS actively promotes Malaysian education institutions and programs globally. They organize educational tours, participate in international exhibitions and conferences, and engage in marketing and promotional activities to attract international students.
Our Board of Directors consists of individuals with varied professional backgrounds and expertise. They are responsible and accountable for the overall governance and performance of EMGS.

Datuk Ahmad Shalimin Ahmad Shaffie serves on the Board of Directors for Education Malaysia Global Services (EMGS), where he plays a crucial role in enhancing Malaysia’s global education standing. As the Special Advisor to the Minister of Higher Education, he has made significant contributions to policies aimed at improving accessibility and quality in higher education.
His distinguished career spans multiple sectors, with a focus on logistics, transportation, and higher education. He holds a degree in Public Administration and Law from Universiti Teknologi MARA (UiTM) and a professional certificate from the Chartered Institute of Logistics & Transport.
In the logistics and transportation sectors, Datuk Ahmad Shalimin has been a key figure. As the ex-President of the Association of Malaysian Hauliers and Chairman of the Land & Rail Transport FOCUS Group in the Malaysia Logistics Council, he led efforts to improve infrastructure and sustainability in the country’s transportation networks.
In business, Datuk Ahmad Shalimin is the Executive Chairman of Bintang Bulk Movers Sdn. Bhd. (since 1997) and N’Osairis Technology Solutions Sdn. Bhd. (since 2020). He also holds leadership roles at UKM Holdings Sdn. Bhd., PNS ASQ Sdn. Bhd., and serves on the boards of Universiti Kebangsaan Malaysia, Talent Corp, and UniKL Resources.
Datuk Ahmad Shamilin’s dedication to public service and community welfare has earned him the prestigious Darjah Panglima Jasa Negara (P.J.N.). His work in business, education, and government continues to shape Malaysia’s development, leaving a lasting impact on future generations.
Mr. Dzariman Ibrahim sits on the Board of Directors for Education Malaysia Global Services (EMGS).
Throughout his 17 years residing in London as a student and a professional, he has obtained his admirable education and credentials in Architecture from the South Bank University and the University of Westminster before embarking on his prominent career with various high-profile architecture firms around central London including Fosters + Partners, Aukett Fitzroy Robinson (Aukett Swanke), 3D Reid and Leslie Jones Architecture.
From the experience attained, Dzariman has also set up his own architectural company in London becoming a founding member and a Partner / Director for FDR Architects which is still in practice. Aside from his profession, he also continued his welfare exertions from his active years as a student leader there through many collaboration activities with the High Commission of Malaysia and Government agencies across the United Kingdom while establishing good networking before returning back to Malaysia in 2012.
Upon his return, Dzariman serves as the Chief Executive Officer and Director for a construction company PFCE Integrated Plant & Projects Sdn Bhd in Kuala Lumpur and currently heading an integrated commercial mix-development project in Langkawi. Throughout his outstanding career with the company, he has spearheaded the construction of a new iconic landmark MAHA Tower to completion while enduring the challenging COVID-19 epidemic and global economic crisis period, realizing the 138-meter steel skyscraper as a new tourist attraction in Malaysia.
Occasionally he would be invited to conduct talks on leadership enhancement and managing interpersonal skills mainly for Malaysian students who are studying abroad. Pursuant to this, Dzariman has also initiated a bespoke consultancy and services business through Social Finance Sdn Bhd which focused on enabling and empowering people by means of advisory and transfer of skills. With this platform, he has collaborated with a few Government agencies such as MARA and HRD Corp in conducting numerous training courses ranging from financial services and business digitalization to develop young entrepreneurs.
Dzariman pursued his interest in youth empowerment with his appointed role leading a secretariat currently under the Ministry of Foreign Affairs to administrate a faction of student organisations that are actively running overseas attending to the welfare of Malaysians abroad. He also initiated a non-governmental organisation in support of the secretariat aims to harness leadership among young potentials and generate funds for charity causes.
With over 20 years of work experience locally and abroad in construction, design, and commercial business sectors, he is acknowledged as a highly-skilled and diligent professional in the architectural and corporate background.
Tuan Haji Ismail Mohamed sits on the Board of Director for Education Malaysia Global Services (EMGS). He obtains his Bachelor Degree in Business Administration from Universiti Kebangsaan Malaysia (UKM).
Prior to sitting on the EMGS Board, he was also appointed to be the Board of Director to KEJORA from 2013 to 2018, and several companies such as Permodalan Darul Takzim Sdn Bhd, Perbadanan Usahawan Johor Sdn Bhd, PIJ Holding and Ranhil SAJ Sdn Bhd. Tuan Haji Ismail Mohamed also co-founded Pertama.
He started his career by setting up a company and being the founder of JYBB Enterprise. His career came to prominence when he became the co-founder and the Chief Executive Officer of Pertama Polyerethane Technology (M) Sdn Bhd and subsequently became the Special Officer to the Minister of Education in 2013.
Ismail Mohamed is acknowledged for his expertise in Agriculture and Agro-based industry, landing him being appointed as the Chairman of the Agriculture and Agro-based Industry Committee of the Johor State, the Chairman of Agro KEJORA and the Chairman of the Johor State Agriculture, Agro-based industry, Entrepreneurial Development and Cooperatives Committee.
Professor Dr. Zainal Amin Ayub sits on the Board of Director for Education Malaysia Global Services (EMGS).
Prof. Dr. Zainal Amin Ayub serves as the Deputy Director General of Higher Education at the Department of Higher Education, Ministry of Higher Education Malaysia, bringing decades of experience and a passion for academic excellence. He is also a distinguished Professor of Law at the School of Law, Universiti Utara Malaysia (UUM).
Prof. Dr. Zainal holds a Bachelor of Laws (LLB (Hons)) from the International Islamic University Malaysia (IIUM), a Master of Laws (LLM (Hons)) from Universiti Kebangsaan Malaysia (UKM), and a Doctor of Philosophy (PhD) from the University of Leeds, United Kingdom. His career began with a notable tenure as Federal Counsel and Deputy Public Prosecutor at the Attorney-General’s Chambers (AGC) in 1997 before transitioning to academia at Universiti Utara Malaysia in 2000.
Prof. Dr. Zainal is widely recognized for his expertise in Criminal Justice Systems, Criminal Law, Human Rights, IT Laws, and Employment Law. His contributions extend beyond academia as a Board Member of Education Malaysia Global Services and a member of the Board of Governors of Universiti Sains Malaysia. With his visionary leadership, he continues to champion advancements in higher education and the legal field.
YB Senator Prof. Tan Sri Datuk Dr. Haji Mohamed Haniffa bin Haji Abdullah, serves as a Senator of the State Council, Malaysia and is the Founder, Pro-Chancellor and Executive Chairman of MAHSA University. With more than 5 decades of experience in healthcare and healthcare management as a medical practitioner, and as an entrepreneur and educationist, Senator Haniffa brings with him a wealth of knowledge and experience as a leader in both health sciences and business.
His expertise has led him to hold various positions in many corporations and companies. Senator Haniffa is the former Chairman of SOCSO (PERKESO), former Board Member of the Malaysian Qualifications Agency (MQA), former member of the Board of Directors and Board of Governors of Manipal Melaka Medical College, and former Managing Director of Asia Pharmaceuticals Sdn Bhd. In the early eighties, he founded FOMEMA and was the Managing Director of FOMEMA Sdn Bhd. He was also the Managing Director of Path Health Medicare Services Sdn Bhd, the CEO of KL Remit Sdn Bhd, and the Director of NAAM.
At present, as Chairman of MAHSA Group he oversees the management of its eight verticals – education, healthcare, remittance, technology, construction, retail, sports & wellness, and hospitality. He is also the trustee of Lions Eye Clinic and the trustee of Rotary Dialysis Centre in Klang, Executive Director of Medical Health Security Sdn Bhd (MHS), Managing Director of Hasaniss Corporation Sdn Bhd, Managing Director of Anisajaya Sdn Bhd, and Director of SASS Resources Sdn Bhd.
Apart from his current duties as Senator, he continues to oversee the construction of MAHSA’s upcoming Medical Specialist Hospital, a four-hundred bed specialist hospital that will serve the community with specialised healthcare, providing job opportunities for MAHSA University Graduates and other professionals.
Sarah has over 22 years of experience in corporate finance transactions involving equity issuance, mergers and acquisitions, fundraising, corporate restructuring, and corporate valuation, amongst others. She began her career in investment banking with Malaysian International Merchant Bankers Berhad in 2001 after obtaining her professional qualifications from PricewaterhouseCoopers.
Later in her career, she joined other investment banking institutions in Malaysia such as AmInvestment Bank Berhad, Maybank Investment Bank Berhad and RHB Investment Bank Berhad.
Presently, Sarah sits as Non-Independent Non-Executive Director of Reneuco Berhad and Independent Director of Pharmaniaga Berhad. She is currently the Executive Director of 3p Capital Advisers Sdn. Bhd., a company licensed with the Securities Commission Malaysia to provide advisory services to the capital market players.
Novie Tajuddin is the CEO for Education Malaysia Global Services (EMGS), an agency under the purview of the Ministry of Higher Education Malaysia (MoHE), which is responsible for internationalisation and promotion of Malaysia education to international students.
Novie was previously the CEO of The Malaysian Institute of Certified Public Accountants (MICPA) and prior to that, he served as the Director, Strategy and Engagement of Yayasan Peneraju, an agency under the Prime Minister’s Office. He was also a member of MARA Education Committee (2020 – 2022) and has been appointed as the Ambassador of the Faculty of Accountancy, at UiTM since 2023.
Novie holds a Bachelor in Accounting and Finance (Hons) from De Montfort University, Leicester, UK and a Diploma in Accountancy from UiTM. He is a member of Malaysian Institute of Accountants (MIA) and Fellow member of Chartered Institute of Management Accountants (CIMA).

Novie Tajuddin has been at the forefront of driving Malaysia's higher education internationalization. Novie has championed efforts to position Malaysia as a preferred global education hub. Representing the nation in transnational education (TNE) initiatives, Novie has engaged with international stakeholders at major events, including the Asia-Pacific Association for International Education (APAIE), as an invited key speaker. In addition to advocacy, Novie has played a strategic role in initiatives to attract international students, collaborating with the ministries of foreign countries to establish co-funding mechanisms and scholarship opportunities. Under Novie’s guidance, EMGS is committed to making Malaysia a top global education hub and an increasingly attractive destination for higher education.
Mr. Lewis Tang is a dynamic leader with a rich background in spearheading innovative initiatives, driving business growth, and enhancing brand visibility across various industries. As the Director for WEB3 & AI Business at MY E.G SERVICES BERHAD, he orchestrated the successful establishment of a Web 3 business unit, fostering strategic collaborations, and overseeing the development of cutting-edge blockchain products. His tenure was marked by notable achievements such as contributing to a cross-border origin certificate authentication system and securing significant partnerships with industry giants like Huawei and TASCO.
Prior to this role, Mr. Lewis Tang served as Chief Marketing Officer (CMO) at Ingram Micro China, where he led comprehensive marketing strategies for a diverse portfolio of brands, resulting in enhanced brand recognition and revenue generation. His strategic prowess was further showcased during his tenure at MBM Co. Ltd., where he held key roles including Chief Growth Officer (CGO) and CEO, demonstrating strong leadership and strategic management skills across various facets of the business.
Additionally, Mr. Lewis Tang’s experience at Tencent Shanghai as Deputy General Manager underscores his expertise in market development and brand management, while his tenure at companies like Huawei Technologies Co., Ltd., H3C, Reed Exhibitions Pte Ltd, and Siemens Shanghai reflects his proficiency in global marketing events management, digital marketing, sales management, and corporate marketing strategies. Mohd. Azlan Bin Abd. Aziz is the Director for the Finance, Accounts & Procurement Department for Education Malaysia Global Services (EMGS).
He is responsible mainly for managing and overseeing the daily operations of the accounting department.
He received his Diploma in Accountancy in the year 2000 from Universiti Teknologi Mara (UiTM) and subsequently obtained a Bachelor of Accountancy also from UiTM in 2002.
He brings over his skillset in Accounting with more than 20 years of experience. Prior to EMGS, Azlan was a Manager Account Receivable and Revenue at Beta Tegap Sdn Bhd. He gained his wealth of knowledge through his outstanding career, serving as Account executives and managerial positions at Hasnan & Co, KUB Malaysia Berhad, Academy of Knowledge for Accounting and Leadership.
Mahathir Bin Tan Sri Mohd Bakri is the Director – Human Resources & IT Department for Education Malaysia Global Services (EMGS).
He is responsible to oversee the human resources department and insurers of the function and duties being carried out by the Human Resources team including planning, directing, and coordinating the administrative functions of EMGS.
He holds a Bachelor of Science in Management of Human Resource from Excelsior College, New York in 2004. His other credentials also include Certified Masters Business Administration from Oxford School of Management Education in 2017 and Executive Masters in Strategic Human Capital and Organizational Development in 2017.
Mahathir is an accomplished human resource practitioner with over 15 years of comprehensive experience. He brings a great wealth of experience and knowledge, and amongst the professional roles he has held prior to joining Education Malaysia Global Services compromises of; Human Resource & Admin Manager at Nord Anglia Education Middle East Holdings and Senior Manager of Human Resource at Sapura Aero and Sapura Resources Berhad.
Azhar bin Mohamed is the Head of the Corporate Strategy Division for Education Malaysia Global Services (EMGS).
Azhar has seventeen years of experience working in education management, business development, student recruitment, and marketing. Prior to joining EMGS, he has worked for a number of higher educational institutions, having the experience in a variety of business development and marketing functions necessary for institutional growth.
From 2018 to 2021, he worked as the Director of Sales and Marketing at UNIRAZAK’s Centre for Continuing Education (CCE) and was the instrumental in the establishment of a sponsored unit for professional certification programmes
Throughout his career, he has had the opportunity to work in Cambodia and Jakarta as the Business Development and Sales Manager for a Malaysian private institution with an off-shore campus.
He possesses a broad range of networks and connections, ranging from leading a school-to-school bridge programme to collaborating on a global scale with recruitment corporations, educational institutions, governmental organisations, and sponsored organisations.
Mohd Faiz Mohd Noh is the Head of the Corporate Assurance Division of Education Malaysia Global Services (EMGS) in charge of 3 departments namely Internal Audit, Integrity Governance, and Risk Management.
He has 16 years of experience in Internal Audit, Investigation, Integrity, and Governance matters from various industries. He also has extensive exposure as an internal auditor, conducting various audit assignments locally and overseas. He also has experience in the establishment of the department’s framework, policy, and procedures.
Prior to joining EMGS, he previously served as the Senior Manager of the Whistleblowing and Detection Department Group Governance and Risk Management Division, FGV Holdings Bhd. Throughout his outstanding career, he has contributed at Proton Holdings, Bank Islam Malaysia Berhad, PETRONAS, Al Rajhi Bank, SME Bank, and FGV Holdings Berhad.
He holds a Master’s Degree in Business Administration from Universiti Teknologi MARA (UiTM), a Certified Integrity Officer (CEIO), and HRDC Train the Trainer.
