1. PURPOSE
1.1 The purpose of this bulletin is to provide information to all higher education institutions on the revised guidelines related to passport collections from EMGS.
1.2. EMGS has seen an increase in the number of passports pending to be collected by higher education institutions.
1.3. In addition to this, we have also received feedback and complaints from international students that their passports are not being collected on time by their institutions despite being ready for collection from EMGS.
2. IMPLEMENTATION
2.1. Beginning 9th November 2022, EMGS will be returning all passports that are ready for collection when the registered institute representative visits the EMGS One-Stop Centre. Higher education institutions will not be able to collect the individual passports of respective student.
2.2. With this process in place, EMGS will stop issuing the physical hardcopy passport acknowledgment forms when receiving passports. Representatives will also no longer be required to handover this acknowledgement form when collecting passports back from EMGS.
2.3. We are enhancing the STARS system to allow higher education institutions to generate and view a digital acknowledgment via the EMGS STARS system once a passport has been submitted to EMGS. Higher education institutions can then provide a copy to their students whilst EMGS retains their passport for endorsement.
2.4. The digital acknowledgment contains personal details of the applicants including their Education Institution and the passport submission date to EMGS. The digital acknowledgment can only be downloaded as a PDF from STARS (My Account > My Applications > (Open the application by clicking on the application number) > Print EMGS Passport Acknowledgment Form) once EMGS has received the student’s passport.
2.5. EMGS would like to reiterate that it is imperative for the institutions to return passports back to their respective student upon collecting it from EMGS without undue delays.
