REALIGNMENT OF EMGS PROCESSING FEES
  1. PURPOSE
    1. This bulletin serves to inform all Public and Private Higher Education Institutions (IPTS and IPTA) about the upcoming realignment of EMGS processing fees.
    2. This realignment ensures the continued delivery of high-quality services by enabling EMGS to sustain operational efficiency, improve service standards, and better meet the evolving demands of Malaysia’s international education sector—ultimately enhancing the overall experience for international students and institutions.
    3. Additionally, processing fees have not been increased since February 2013, despite rising operational costs, inflationary pressures, and the continued expansion of services offered over the years.
    4. This fee increase is also expected to strengthen EMGS’s overall service delivery and support systems, specifically in the following areas:
  • Enhancing the quality of customer service and the effective dissemination of information.
  • Strengthening EMGS’s role at the International Student Arrival Centre (ISAC) at Kuala Lumpur International Airport.
  • Deepening strategic collaboration with stakeholders to enhance the management of international students.
  • Increasing the functionality and efficiency of the STARS system for more systematic operations.
  • Providing more comprehensive and data-driven reporting capabilities.
  • To empower education institutions in expanding their global presence, attracting more international students, and fostering valuable partnerships, EMGS will offer a special discount of up to 30% to all IPTS and IPTA for marketing related events effective 1st July 2025. This discount applies to all EMGS-organised events.
  1. FEE STRUCTURE
    1. The revised processing fee structure, effective 1st July 2025, applies exclusively to all IM14 New and IM55 Renewal Applications from IPTS and IPTA.
      • Revised Fee for IM14 New Applications – RM1,600 (Excluding SST)
      • Revised Fee for IM55 Renewal Applications – RM250 (Excluding SST)
  1. TRANSITIONAL ARRANGEMENT FOR STUDENTS WITH OFFER LETTERS ISSUED BEFORE 1st JULY 2025
    1. EMGS acknowledges that some IPTS and IPTA may have issued offer letters prior to the announcement of this new fee structure. In such cases, international students who have been issued offer letters dated before 1st July 2025 will be allowed to pay the existing (old) processing fee.
    2. To qualify for this exemption, institutions must complete and submit the attached template to EMGS by 20th July 2025.
    3. EMGS will not accept any further exemption lists from institutions after 20th July 2025.
All applications submitted after 20th July 2025 that are not part of the initial exemption list, will be charged the new processing fee even if the offer letter was issued before 1st July 2025.
    1. In a scenario where an institution submits an application on 2nd July 2025 but only provides the exemption list to EMGS on 19th July 2025, the new processing fee must still be paid in full at the time of submission. 
If the student is later included in the exemption list submitted before 20th July 2025, the institution may contact EMGS to request a refund.
 
  1. REMOVAL OF EMGS PROCESSING FEES FOR SPECIAL PASS, CANCELATION OF PASS AND CHECK-OUT MEMO APPLICATIONS FOR IPTS AND IPTA ONLY
    1. As part of this realignment, EMGS is pleased to announce the removal of EMGS-related fees for Special Pass, Cancelation of Pass and Check-Out Memo applications for IPTS and IPTA only. Moving forward, educational institutions will only need to bear third-party charges, such as those levied by the Immigration Department.
    2. This change reflects our commitment to easing the financial burden on international students while ensuring continued service excellence. It underscores our dedication to fostering a positive experience for students and institutional partners alike.
