NOTICE ON THE COLLECTION OF INTERNATIONAL STUDENT’S INFORMATION THAT ARE REGISTERED WITH INSTITUTIONS TO PURSUE THEIR EDUCATION VIA ONLINE LEARNING 

 

1. PURPOSE

1.1 The purpose of this bulletin is to inform institutions on the process for the collection of international student’s information related to online studies based on a circular issued by the Department of Higher Education (Ref: JPT(BEM)1000/05/08/01 (3) dated 8th July 2021) to EMGS.

 

1.2 The circular issued by the Department of Higher Education provides EMGS with a mandate to collect information from institutions related to:

i. International students that are registered to pursue their education via online learning and;

ii. Start date and End date for both learning methods (online learning and face-to-face learning)

 

2. BACKGROUND

2.1 EMGS had previously issued a bulletin dated 6th May 2020 notifying institutions that all potential students must make an application with EMGS before they can be enrolled to undergo online classes. This is due to the travel restrictions imposed during the Movement Control Order that was initiated since 18th March 2020.

 

2.2 It is currently mandatory for all institutions to apply and obtain an EMGS Approval Letter for all their international students to pursue online classes. This approval letter acts as an assurance that EMGS has vetted the application and the student has met the minimum academic requirements needed to pursue their intended course. Students are allowed to enroll and attend online classes once the EMGS Approval Letter is ready for download from STARS.

 

2.3 In order to document the life cycle of students who are pursuing their education via online learning, all Education Institutions are required to update EMGS on the status of their students who have received their EMGS Approval Letter and/or eVAL to pursue online studies and the status of the existing students who have not returned to Malaysia due to Covid-19 pandemic.

 

3. IMPLEMENTATION

3.1 New Application (IM14)

EMGS will provide a list of all students who have obtained their EMGS Approval Letter and/or eVAL for institutions to update whether:

i. Students are enrolled in online classes or not

ii. If students are enrolled in online classes, the institution must provide the course start date and the course end date.

iii. If students are not enrolled in online classes, the institution must provide the status of students (i.e. Yet to enroll, Graduated, Withdrawn from studies, Terminated)

 

3.2 Renewal Applications (IM55)

EMGS will provide a list of  applications that are pending for the submission of additional documents for the issuance of the EMGS Supporting Letter for self-endorsement, and applications that are pending for the submission of the student’s passport to EMGS for institutions to update whether:

i. Students are enrolled in online classes or not

ii. If students are enrolled in online classes, the institution must provide the course start date and end date.

iii. If students are not enrolled in online classes, the institution must provide the status of students (i.e. Yet to enroll, Graduated, Withdrawn from studies, Terminated)

 

3.3 EMGS will send out the list of applications to the educational institution’s registered email address in STARS on 1st November 2021 and the respective institutions must respond with the required information by 30th November 2021.

 

3.4 EMGS will proceed to close these applications in STARS if educational institutions do not provide the required information within the stipulated time frame.
